TI video codecs: what about licensing and patents?

Hi, I am considering the use of the TI video codecs on DM3730 boards. (mpeg4, h264, ...). However, I couldn\\\'t find information about: - the licensing of the codecs; - the patents fees. Concretely: - are the codec implementations free to use in a final product? - are there patent fees to pay; to whom? I would appreciate input from IGEP and feedback from the community.     - are the codec implementations free to use in a final product?
    Yes, with some restrictions or conditions: a) The codecs only must be used in TI processors. b) The codec algorithm such AVC/264, mpeg4 (not all have exactly the same conditions) be free of charge if you sold less than 100.000 units.
    - are there patent fees to pay; to whom?
